99 fletching is easy it just takes time, unlike most skills it requires more effort for the fastest and cheapest way to get it i recommend:
from level 1-5 go just south of the grand exchange and start chopping the logs also bring a knife with you, then once you get a full inventory of logs use your knife on them and create shafs, you can either drop these after or make arrows out of them,

once you hit level 5 you then need to start cutting logs into short bows.
then from 10 - 20 strat chutting the logs into longbows(u), longbows(u) are the best to make because they give much more xp.

from now on i would stand close to the grand exchange while fletching because its easier to just buy the logs you need, don't worry about any profit loss because if your going to get 99 you will make all the money you spend back.

from levels 20-40 cut oak longbows(u) you can sell these to the general store in varrock for very cheap because they dont sell in the grand exchange.

levels 40 - 55 this may seem long but its the quickest way do make willow longbows(u) again sell these at the general store.

levels 55 - 75 maple longbows(u) this gets very tiring but there is worse yet to come you sell these at the general store too.

and now 75 - 99 you can either buy the logs and fletch them, and then string them but what i did was buy yew longbow(u) from the grand exchange and just add string then sell them, by doing this to 99 i made around 4m+ if you was to buy the logs you would make a lot lot more. you can also alch these yew longbows because they are one of the best things to alch.
